Approach

Monitoring and evaluation is core to CORE ! Running through the programme of mixed methods research using both quantitative and qualitative methods and following the MRC guidance on the evaluation of complex interventions [ https://www.bmj.com/content/374/bmj.n2061 ].

• WP1 Oral Health Inequalities;

• WP2 Commercial Determinants; and

• WP3 Oral Health Systems Reform and Innovation.

In each work package initially, a situation analysis will be conducted involving the collection of empirical data collection and/or the secondary analysis of existing survey and other local data sources as appropriate.

Data collected and analysed in the situation analysis will then be used to inform policy analysis and simulation modelling of different intervention strategies. Finally, based upon the insights gained from the two earlier phases, the co-development and feasibility testing of interventions and system reforms will be undertaken in each country to inform the design of future trials and evaluation studies.

The Theory of Change will be used to inform the design, conduct and processes of working across the partner organisations guided by logic models (‘programme theory’) which represents what the programme is trying to achieve and makes explicit the links between intended inputs, activities and resources, delivered actions, and outcomes.
